CHED at DBM, naglabas ng guidelines kaugnay sa free tuition program sa SUCs ng gobyerno

Naglabas ng joint implementing guidelines ang Commissiong on Higher Education at Department of Budget and Management ukol sa paggamit ng walong bilyong piso na Higher Education Support Fund (HESF) sa ilalim ng free tuition program ng gobyerno ngayong taon.

Nakapaloob sa 2017 General Appropriations Act ang HESF, at inilaan ito sa mga state university at colleges sa bansa para sa 2017-2018 school year.

Una nang ipinag-utos ni Pangulong Rodrigo Duterte ang pagpapatupad ng libreng tuition sa state universities at colleges.

Batay sa joint memorandum, sakop ng free tuition program ang lahat ng estudyanteng Filipino na mag-eenroll sa undergraduate course programs sa SUCs para sa academic year 2017-2018.

Hindi dapat singilin ng SUCs ang mga estudyante ng tuition at sa halip, kailangan nalang ito kunin sa Higher Education Support Fund sa pamamagitan ng billing statements para sa CHED.

Pero, hindi sakop ng programa ang miscellaneous at iba pang fees, at maaari itong singilin sa estudyante.

Para sa beneficiaries ng student financial assistance programs (StuFAPs) ng gobyerno, narito ang inilabas na guidelines ng CHED at DBM:

1. Graduating students with one semester remaining, regardless of household per capita income;

2. Graduating students with one academic year remaining, regardless of household per capita income;

3. Non-graduating students who belong to a household that is or was a beneficiary of 4Ps (Pantawid Pamilyang Pilipino Program);

4. Non-graduating students who were never part of a household that is or was a beneficiary of 4Ps but is still included in the Listahanan 2.0, ranked according to their estimated per capita household income; and

5. Non-graduating students ranked according to their per capita household income based on submitted documentation(s) for proof of income.

Ibabatay ang budget allocation sa bawat sa SUC sa estimated tuition income na kanilang isusumita para sa 2017 Budget of Expenditures and Sources of Financing.

Kasabay nito, tiniyak ni CHED Chairperson Patricia B. Licuanan ang maayos na pagpapatupad ng naturang programa.
