Sotto: P79B, ni-realigned sa 2019 national budget

Ibinunyag ni Senate President Tito Sotto na tila nag-realign ang Kamara ng P79 bilyon sa naratipikahang 2019 national budget.

Binanggit ni Sotto ang report mula sa Senate Legislative Budget Research and Monitoring Office (LBRMO) na nakikipag-ugnayan sa House Appropriations committee kaugnay ng pambansang pondo ng bansa.

Base anya sa naturang report, nasa P79 bilyon ang inilagay sa budget ngayong taon na wala o hindi bahagi ng napag-usapan sa bicam.

Niratipikahan na ng Kongreso ang P3.8 trilyong 2019 budget noong February 8.

Pero hanggang ngayon ay hindi pa ito naisumite kay Pangulong Rodrigo Duterte para mapirmahan.

Ayon kay Rep. Rolando Andaya, House appropriations committee chairperson, ina-itemize lamang ng Kamara ang ratified budget at hindi nila ito minamanipula.

Pero sinabi ni Sotto na ang realignments ay labag sa batas at pwedeng makasuhan ang mga mambabatas na nag-apruba sa budget na mayroong unconstitutional realignments.

Paglabag anya ito sa Konstitusyon at ayaw niyang maharap sa reklamo matapos ang 2022 dahil sa pagsertipika niya sa General Appropriations Act (GAA) na hindi tama.

“It is a violation of the Constitution,” Sotto said. “I don’t want to face a complaint after 2022 questioning why I certified a GAA [General Appropriations Act] that wasn’t correct,” pahayag ni Sotto.

Iginiit ng Senador na tama ang naratipikahang 2019 budget pero mayroong nakialam dito.

Kumpyansa naman si Sotto na naiintindihan ni Pangulong Rodrigo Duterte ang pagtutol niya sa budget realignments.

Samantala, si Senator Ping Lacson na una nang nagbubunyag ng umanoy mga anomalya sa budget ay suportado ang posisyon ni Sotto.

Ayon kay Lacson, lahat ng Senador ay suportado ang Senate Presidente dahil tama ito.
