Ayon sa pulisya, nag-aalok ng P1,000 si Banares para iboto si Primo Quinsio na tumatakbong barangay councilor.
Inireklamo ni Reynaldo Tumaca si Banares matapos siyang alukin ng suspek.
Nahaharap si Banares sa kasong paglabag sa Omnibus Election Code.
