Ito ay sa katauhan ni Noel Kinazo Felongco.
Uupo si Felongco bilang PCUP chairman kapalit ng sinibak na si Terry Ridon dahil sa madalas na pagbiyahe sa abroad.

Bago naitalagang PCUP chairman, nagsilbing undersecretary ng Department of Environment and Natural Resources si Felongco
Bukod kay Felongco, itinalaga rin ng pangulo si Romeo Halasan Jandugan bilang commissioner ng PCUP.
Samantala, itinalaga ng pangulo si Ferdinand Bocobo bilang miyembro ng consultative committee na magre-review sa 1987 Constitution.
Nais kasing baguhin ng pangulo ang kasalukuyang porma ng gobyerno na unilateral patungong pederalismo.
